ECO-INDUSTRIAL PARK VIETNAM ECO-INDUSTRIAL PARKS PROGRAMME (GEIPP I) 2020-2024
OVERVIEW
The project GEIPP I builds on the achievements of the 2014–2019 initiative “Implementation of the Eco-Industrial Park Initiative Towards a Sustainable Industrial Park Model in Viet Nam” and aligns with the International Framework for Eco-Industrial Parks developed by UNIDO, the World Bank, and GIZ.
It draws on RECP experience and promotes global collaboration to improve resource efficiency, industry performance, and integration of EIP into national policies for sustainable industrial development.

ACHIEVEMENT
EIP INTERVENTIONS AND CAPACITY BUILDING
- 899 RECP solutions proposed, with 429 implemented
- 62 industrial symbiosis opportunities identified, with 18 highly feasible cases agreed for further action
Capacity built on EIP management for 2,387 participants at central, provincial, and park levels
POLICY AND LEGAL SUPPORT
EIP integrated into national policies:
- Sustainable Production and Consumption Strategy (to 2030)
- Green Growth Strategy and Action Plan (2021–2030, vision to 2050)
- Circular Economy Scheme and COP26 commitments
- Decree No. 08/2022/ND-CP (10/01/2022) on circular economy in industrial parks.
Other key developments:
- Decree No. 35/2022/ND-CP issued on 28/05/2022
- 23 national EIP performance indicators developed
- Circular 05/2025/TT-BKHDT for Decree No. 35/2022/ND-CP drafted
- Technical guidelines issued on:
- EIP development
- Reuse of industrial solid waste in IPs
