SCALING UP ECO-INDUSTRIAL PARK APPROACHES TO PROMOTE CIRCULAR ECONOMY IN VIET NAM (GEIPP II) 2024-2028

OBJECTIVE
The overall objective of the Project is to facilitate the IPs to mitigate the climate impact of industries and adapt to the negative consequences of climate change by continuing to facilitate the uptake of Eco-Industrial Park approaches in scaling up resource productivity, minimizing waste, promoting recycling, and implementation of circular economy for improving economic, environmental and social performances of businesses, thereby contributing to inclusive and sustainable industrial development.
With technical assistance for EIP already provided under previous projects, the Project is moving from demonstration of the benefits towards facilitation and replication of EIP approaches as required to mainstream and scale up EIP approaches across Viet Nam.
WHO BENEFITS?
The Project works at three levels:
- Macro – Central government, policy and regulatory frameworks
- Meso – Local authorities, suppliers of services, information and technology
- Micro – Companies and firms
Key beneficiaries in Viet Nam include:
- Ministry of Finance and other national ministries (Ministry of Agriculture and Environment, Ministry of Trade, Ministry of Science and Technology, Ministry of Construction, and other Ministries)
- Provincial/city authorities in charge, industrial zone management authorities in Hai Phong, Bac Ninh, Dong Nai, Ho Chi Minh City (HCMC), and Tay Ninh
- Industrial parks, developers, and tenant companies;
- Professional and specialised associations, through collaboration under the Project framework.
EXPECTED RESULTS & IMPACT
- Environmental performance: Reduced GHG emissions, optimized resource use, improved energy efficiency, climate change mitigation, and increased use of renewables to support the low-carbon transition.
- EIP interventions and capacity building: Adoption of improved practices by tenant firms, mobilized investment for EIP solutions and cleaner technologies, enhanced understanding among stakeholders, and wider application of EIP principles through training and awareness.
- Policy & legal support: Revised and adopted policies at national and provincial levels to support EIP transition and circular economy integration; established or strengthened institutions to promote, coordinate, and monitor EIP implementation.
