DEEP C Industrial Zones, formerly known as Dinh Vu Industrial Park, was established in 1997 as a joint venture between the Hai Phong City People’s Committee and Belgian partners. It was the first project laying the foundation for today’s DEEP C Industrial Zones, which now covers five industrial parks in Hai Phong City and Quang Ninh Province with a total area of 3,400 hectares. DEEP C Hai Phong 1 industrial zone itself spans 541 hectares within the Dinh Vu–Cat Hai Economic Zone and enjoys special investment incentives for economic zones.

By the end of 2025, DEEP C had attracted more than 170 investment projects with total registered capital exceeding USD 8 billion. Its strategic location offers excellent connectivity via the Hanoi–Hai Phong Expressway, Hai Phong–Ha Long–Van Don–Mong Cai Expressway, the Hai Phong–Hanoi–Lao Cai–China railway, Cat Bi International Airport, and Lach Huyen Deep-Sea Port as well as Dinh Vu Port. The park also features in-park general cargo and liquid cargo ports, providing a unique logistics advantage. With modern infrastructure built to European standards, DEEP C continues to upgrade services and infrastructure to become a leading Eco-Industrial Park (EIP) in Viet Nam.

Joint in the project since 2020

1. Initial Assessment

A review against the International Framework for Eco-Industrial Parks in 2020 showed DEEP C met 47% of the performance benchmarks, already favorable compared to global peers yet still leaving room for improvement. With current and upcoming initiatives, DEEP C aims to achieve 100% compliance. Key areas identified included marketing and promotion, resource efficiency, energy management, industrial symbiosis (IS), and urban–industrial symbiosis (Urban-IS).

3. Results Achieved

With the support of GEIPP, DEEP C’s performance against the International EIP Framework improved significantly, rising from 47% in 2020 to 83% in 2023, with strong potential to reach full compliance in the near future. If all prioritized industrial and urban–industrial symbiosis projects are fully implemented, the park could achieve remarkable outcomes, including annual savings of 1.64 million m³ of water, a reduction of 15,414 tons of CO₂ equivalent, the creation of 28 new jobs, and approximately 10.4 billion VND in economic benefits. 

Notably, in September 2023 DEEP C signed an urban–industrial symbiosis agreement with Hai An District Police to share firefighting resources, marking one of the first successfully implemented urban–industrial symbiosis initiatives in Viet Nam.
