| This report summarizes the pilot testing of the eco-industrial park (EIP) concept and master planning approaches under the Guideline for establishing new eco-industrial parks in Viet Nam, implemented at Dong Phu 2 Industrial Zone.
The pilot testing indicates that the EIP concept and integrated planning approaches are applicable in the Vietnamese context and can support industrial park planning and development when applied in a structured manner. The findings suggest that EIP-related approaches may contribute to improving overall planning coherence, operational efficiency, and the long-term development orientation of industrial parks, beyond compliance with regulatory requirements. For Dong Phu 2 Industrial Zone, a set of EIP concept plans was developed, including industry clustering, industrial synergies, energy and water systems, risk management, and phased development. The assessment also points to the importance of maintaining an updated and comprehensive master plan that serves as a reference for planning, development, and operation, rather than functioning solely as a spatial layout. The pilot further identifies potential opportunities related to off-site renewable energy supply and centralized waste collection and recycling, subject to existing regulatory frameworks and planning approvals.
