Hiep Phuoc Industrial Park (IP), located in Nha Be District, is the largest industrial park planned by Ho Chi Minh City, spanning a total area of 2,000 hectares and developed in three phases. Phase 1 has been completed and is operational. Phase 2 is currently under construction, and Phase 3 is in the planning stage. Strategically situated at the southern gateway of Ho Chi Minh City, the park borders the Soai Rap and Nha Be rivers and is well-connected to major highways, including Ben Luc–Long Thanh, Ho Chi Minh City–Trung Luong, National Highway 1A, and National Highway 50. Its proximity to the Hiep Phuoc international seaport complex provides a significant advantage for logistics and trade.

The park’s infrastructure includes power supply, water and wastewater treatment, telecommunications, and a low-pressure gas pipeline network developed by PetroVietnam Low-Pressure Gas Distribution JSC. Hiep Phuoc is attracting diverse investments in processing and manufacturing (food, beverage, electronics, machinery), raw materials (chemicals, construction materials), logistics services, and supporting industries (mechanical engineering, IT, rubber–plastic, and food processing).

As of September 2023, Hiep Phuoc IP had attracted 142 projects with a total registered investment of over USD 11.5 billion, generating jobs for around 8,000 workers. Playing a vital role in Ho Chi Minh City’s socio-economic development, the park contributes to state revenue, job creation, and regional growth.

1. Initial Assessment

Hiep Phuoc Industrial Park has been a member of the GEIPP Viet Nam Programme since 2020, during GEIPP I. An initial EIP baseline assessment in 2020 showed compliance with 44% of international EIP indicators, with potential to reach 88% through ongoing initiatives. The review highlighted areas requiring improvement in environmental and social aspects. Environmental priorities included energy and water efficiency, waste and material use, and climate change mitigation. Social aspects focused on infrastructure, community outreach, and the creation of economic value. Recommendations emphasised clean technologies, efficient waste management, resource efficiency, and strengthening awareness and responsibility among enterprises, workers, and communities, alongside supportive mechanisms and policies.

As of September 2023, out of 305 RECP solutions identified with project support, businesses in Hiep Phuoc Industrial Park had implemented 104 solutions (35%), while 68 solutions (23%) were in the planning stage. These efforts brought tangible results, including annual savings of 7.05 million kWh of electricity, 3,869 GJ of fuel, 151,220 m³ of water, and 1,960 kg of chemicals, along with a reduction of 5,977 tons of CO₂ emissions and economic benefits of about 43.3 billion VND. Overall, these achievements represent 21% of the park’s CO₂ reduction potential, 25.7% of its water-saving potential, and 5% of its chemical reduction potential, while also contributing to improved workplace safety and environmental performance across the park.

Looking ahead, Hiep Phuoc Industrial Park will continue its transition towards the eco-industrial park model by expanding resource efficiency practices, advancing industrial symbiosis opportunities, and working closely with stakeholders to address policy and technical barriers.
