EIPs INCENTIVIZED AND MAINSTREAMED IN RELEVANT POLICIES AND REGULATIONS
With SECO and donor support, Viet Nam has made key progress in mainstreaming EIP into policy. Ongoing efforts focus on:
1. Advising on the integration of EIP into circular economy policies, especially for manufacturing;
GEIPP Viet Nam supports the Ministry of Finance and other national agencies to integrate EIP principles into Viet Nam’s broader circular economy frameworks. This includes aligning EIP with CE implementation in industrial parks, promoting industrial symbiosis and industrial–urban symbiosis, and identifying regulatory barriers related to wastewater reuse, waste and by-product exchange, land use, and renewable energy.
Through the Public–Private Dialogue (PPD) mechanism—built on the Viet Nam Business Forum (VBF) model—the project brings together ministries, provinces, the private sector, experts, and development partners to identify policy obstacles and co-develop solutions jointly. This allows EIP approaches to be incorporated more effectively into national strategies, manufacturing-related CE initiatives, and long-term regulatory reforms.
2. Developing technical guidance on EIP indicators (e.g. water reuse, energy efficiency, energy transition, CE implementation);
The project develops comprehensive technical tools to help industrial parks understand, measure, and improve their EIP performance. These include:
- Guidelines on water reuse and wastewater management;
- Guidance on rational and efficient energy use, energy saving, and energy transition;
- Technical frameworks for CE implementation in industrial parks;
- National EIP indicators and methodologies for monitoring, reporting, and verification (MRV).
These tools align Viet Nam’s regulatory framework with the International EIP Framework (UNIDO–World Bank–GIZ) and provide a consistent basis for evaluating EIP progress across the country. They also support the development of a national EIP database and digital MRV system for future scaling.
3. Supporting IPs and firms with EIP and eco-business certification aligned with national/international standards;
GEIPP Viet Nam strengthens the capacity of industrial parks and tenant firms to meet national and international EIP criteria. Support includes:
- EIP readiness assessments and gap analyses;
- Training on resource efficiency, cleaner production (RECP), industrial symbiosis, and CE models;
- Assistance in preparing documentation for EIP and eco-business certification;
- Support on GHG inventories, green finance access, and carbon-credit readiness;
- Capacity building to ensure long-term compliance with EIP standards.
Pilot industrial parks serve as demonstration models, showcasing practical pathways for EIP transformation and enabling replication by other provinces.
4. Providing support for EIP mainstreaming and financial incentive development.
To advance EIP transformation nationwide, GEIPP Viet Nam works with ministries, financing institutions, and local authorities to develop incentive mechanisms that encourage EIP-aligned investments. Support includes:
- Identifying barriers and opportunities for EIP-related financing at national and sub-national levels;
- Collaborating with financing institutions (State Bank of Viet Nam, development banks, environmental funds, SME funds, commercial banks) and climate finance initiatives;
- Mobilizing resources for renewable energy, energy efficiency, water reuse, and waste management infrastructure in industrial parks;
- Piloting guidelines for new EIP development to ensure that future industrial parks embed sustainability from the outset.
These efforts help mainstream EIP into Viet Nam’s industrial development agenda and unlock investment pathways for widespread adoption.
