Dong Nai, 25 June 2026 – The Dong Nai Industrial Zones and Economic Zones Authority (DNIEZA), in collaboration with the United Nations Industrial Development Organization (UNIDO), today organized a workshop entitled “Policy Approaches and Solutions for Promoting Eco-Industrial Parks towards Circular Economy and Low-Carbon Development in Dong Nai City.” The event was held under the project “Scaling up Eco-Industrial Park Approaches to Promote Circular Economy in Viet Nam” (GEIPP Viet Nam), funded by the Government of Switzerland through the Swiss State Secretariat for Economic Affairs (SECO), implemented by UNIDO, and led nationally by the Ministry of Finance.

The workshop brought together representatives from central ministries, local authorities, industrial parks, enterprises, financial institutions, and national and international experts to exchange policy perspectives and share practical experiences on energy transition, green finance, and carbon markets, with a view to accelerating the development of eco-industrial parks in Viet Nam.

The workshop comes as Dong Nai continues to implement Plan No. 76/KH-UBND, issued on 9 February 2026, which sets out a roadmap for transitioning existing industrial parks towards green and eco-industrial models by 2030, with a vision to 2050. Under the plan, Dong Nai aims to have at least two industrial parks certified as eco-industrial parks by 2030, ensure that at least 10 per cent of enterprises adopt resource-efficiency and cleaner-production measures, and enable 90 per cent of industrial parks to access and implement energy-efficiency solutions.

With 44 industrial parks and nearly 2,800 active investment projects, Dong Nai remains one of Viet Nam’s most dynamic industrial hubs. As carbon reduction, circular economy principles, and ESG practices increasingly become key requirements in global supply chains, the province is shifting from investment attraction based on scale towards a development model that prioritizes quality, technology, resource efficiency and sustainability.

This direction is also aligned with Resolution No. 10-NQ/TW issued by the Politburo in June 2026 on the development of the foreign-invested economic sector, which sets a target for approximately 10 per cent of industrial parks nationwide to be developed or transitioned towards eco-industrial park models by 2030.

Mr. Pham Viet Phuong, Deputy Head in charge of the Dong Nai Industrial Zones and Economic Zones Authority, stated: “Plan No. 76/KH-UBND provides a clear roadmap for transitioning existing industrial parks towards green and eco-industrial models by 2030, with a vision to 2050. This represents an important step towards implementing Dong Nai City’s Master Plan for 2021–2030, with a vision to 2050, while contributing to Viet Nam’s commitment to achieving net-zero emissions by 2050.”

Speaking at the workshop, Ms Le Thi Thanh Thao, UNIDO Country Representative in Viet Nam, said: “The adoption of Plan No. 76/KH-UBND by the Dong Nai City People’s Committee, outlining the transition of existing industrial parks towards green and eco-industrial models by 2030, with a vision to 2050, signals the locality’s clear strategic direction towards fostering green growth, reducing carbon emissions and enhancing the quality of industrial development in the years ahead.

UNIDO believes that, with its strong industrial foundation and strategic direction reflected in both the provincial master plan and Plan No. 76/KH-UBND, Dong Nai is well-positioned to advance the transition of its industrial parks towards greener, more resource-efficient, and more sustainable models. These efforts will not only support the province’s own development but also provide valuable lessons for other localities pursuing eco-industrial park development across Viet Nam.”

Since 2014, UNIDO programmes funded by SECO have been at the forefront of supporting research, policy development and pilot implementation of eco-industrial parks in Viet Nam. These efforts have helped establish an important legal foundation for the management and development of eco-industrial parks, notably through Decree No. 35/2022/ND-CP on the management of industrial parks and economic zones.

Reaffirming Switzerland’s commitment to supporting Viet Nam’s green transition, Mr. Andri Meier, Deputy Head of Cooperation at the Embassy of Switzerland in Viet Nam, conveyed his congratulations to Dong Nai through a recorded message to the workshop:   “Allow me also to warmly congratulate the authorities and people of Dong Nai on the city’s recent transition to a centrally managed city. This important milestone reflects Dong Nai’s remarkable achievements and its growing strategic importance to Vietnam’s development.

To date, GEIPP Viet Nam has directly supported 10 industrial parks and 159 enterprises in their transition towards eco-industrial development. The programme has identified more than 2,000 opportunities for improving resource efficiency and supported the implementation of over 1,000 practical solutions at the enterprise level. These efforts have mobilized more than USD 32 million in investment for eco-industrial opportunities and generated annual savings of approximately USD 7.6 million for participating enterprises.

In Dong Nai, Amata Industrial Park has been a pioneer in participating in the Global Eco-Industrial Parks Programme in Viet Nam. Cooperation activities implemented over the years have provided a strong foundation for knowledge sharing, capacity building and the promotion of sustainable development solutions. These practical experiences are expected to support Dong Nai in implementing the objectives of Plan No. 76/KH-UBND while facilitating the replication of eco-industrial park models both within the province and nationwide.

The workshop focused on practical solutions to accelerate eco-industrial park development, including energy transition, ESG-oriented industrial park planning, green finance and carbon markets to support the green transition of industrial parks in Dong Nai.

Through the workshop, DNIEZA and UNIDO aim to strengthen dialogue among government agencies, industrial parks, enterprises and development partners, thereby supporting Dong Nai in achieving the objectives set out in Plan No. 76/KH-UBND and advancing green, circular and low-carbon industrial development, contributing to Viet Nam’s commitment to achieving net-zero emissions by 2050.
