UNIDO supports Hai Phong City in promoting the green transition of industrial parks towards sustainable development

Hai Phong, March 30, 2026 – The Hai Phong Economic Zone Authority (HEZA) d organized a workshop  to disseminate and implement  Resolution No. 08-NQ/TU on green transformation of Hai Phong City for the period 2026–2030, with a vision to 2050. The workshop marked an important step in promoting the development orientation of eco-industrial parks (EIPs), aiming towards a sustainable growth model and circular economy in the locality.

The event was attended by representatives from the Ministry of Finance, , industrial park infrastructure investors, businesses in industrial parks, international organizations, and experts on eco-industrial parks. The workshop provided a platform to policies, exchange  practical experiences, and discuss  practical solutions to promote green transition in industrial parks.

Strategic Orientation: Hai Phong Aims Towards a Green and Modern Industrial Center

In his opening remarks, Mr. Duong Van Xuyen, Deputy Head of HEZA , emphasized the crucial role of transforming industrial park models towards ecological approaches, considering this one of the important pillars for realizing the city’s green development strategy and national emission reduction commitments.

 Under Resolution No. 08-NQ/TU, Hai Phong aims to become a modern, civilized, ecological, and livable industrial port city of Asian stature, while also developing into a green logistics and high-tech, smart industrial center of international stature.

 Mr. Nguyen Duc Thinh, Head of the Department of Natural Resources and Environment, HEZA    further outlined the key priorities of the city’s green transformation, including developing a circular economy, promoting science and technology and digital transformation, building a green port system, and strengthening the mobilization of resources for sustainable development.

Hai Phong also set clear targets,  such as reducing greenhouse gas emissions by 2030, improving the green growth index, promoting the use of clean energy, and developing urban and industrial infrastructure in a green and smart direction. The goal is to achieve net-zero emissions by 2050. These directions lay a crucial foundation for Hai Phong to become a pioneering locality in developing eco-industrial parks in Vietnam.

Policies – The Foundation for Transformation

At the workshop , Ms. Vuong Thi Minh Hieu, Deputy Director General  of the Foreign Investment Agency, , Ministry of Finance, presented the policy direction  to promote green transition and eco-industrial parks development  in Viet Nam.

Accordingly, Vietnam has established the legal framework with important regulations such as Decree 35/2022/ND-CP and related guiding documents, which define the criteria, roadmap, and certification mechanism for eco-industrial parks. Based on this, policies are being further refined to strengthen inter-sectoral coordination, remove obstacles in implementation, and promote technical support and mobilize green financial resources.

She emphasized that transforming into eco-industrial parks not only helps businesses meet the increasingly high demands of the international market but also contributes to improving resource efficiency, reducing emissions, and enhancing long-term competitiveness.

International experience and practical results from UNIDO

From an implementation perspective, Mrs. Nguyen Tram Anh, National Project Manager of the Global Eco-Industrial Park Program in Vietnam (GEIPP), United Nations Industrial Development Organization (UNIDO), shared UNIDO’s experience of more than a decade of supporting  Viet Nam in implementing the eco-industrial park model.

Through GEIPP, UNIDO has supported 10 industrial parks and 159 enterprises nationwide in identifying over 2,000 improvement opportunities, of which more than 1,000 solutions have been implemented. These solutions focus on resource efficiency and cleaner production (RECP), industrial symbiosis development, enhanced environmental and energy management, and capacity building for businesses and regulatory bodies.

This approach has yielded significant results, including energy savings, reduced operating costs estimated at over US$7.6 million annually, substantial reductions in greenhouse gas emissions, and improvements in environmental and social conditions.

In Hai Phong, GEIPP Vietnam has implemented 178 solutions at 18 businesses, of which 102 have been successfully implemented, saving 8,189 MWh of electricity, over 126,000 m³ of water, reducing over 12,000 tons of CO₂, and generating savings of over 1 million USD annually. These results contribute to improving resource efficiency, reducing emissions, and enhancing the competitiveness of businesses in the context of green transformation and global economic integration.

Industrial Parks and Tenant Enterprises   – The Center of the Transformation Process

Typical industrial parks such as Nam Cau Kien and DEEP C shared practical experiences in the process of transforming into an eco-industrial park model, while emphasizing the crucial role of tenant enterprises in  this process.

Representing Nam Cau Kien Industrial Park, Mr. Pham Hong Diep, Chairman of Shinec Joint Stock Company, encouraged industrial parks and the business community to actively participate in the transition. He stressed that applying ESG standards  and sustainable development standards can  minimize risks and  support long-term financial stability and increase investor confidence.

Meanwhile, Ms. Diep Thi Kim Hoan, Chief Sustainability Officer DEEP C Industrial Park, affirmed that the successful transition required close cooperation between infrastructure developers and tenant enterprises. Tenant enterprises play a key  role in implementing solutions for resource efficiency solutions, data collection and management, and developing  industrial symbiosis. She also emphasized that an industrial park cannot become an eco-industrial park without the participation of tenant enterprises  and  tenant enterprises can only become eco-enterprise when they operate within an eco-industrial park.

In addition, Mr. Nguyen Thanh Trung, an expert on eco-industrial parks from Green Ventures Vietnam, presented the key solutions to support  the transition including resource transition and cleaner production (RECP) as a core technical foundation; Developing renewable energy, especially rooftop solar power; industrial symbiosis; and digital technology in the management and operation of industrial parks.

Specific actions towards transformation

In his closing remarks, Mr. Duong Van Xuyen,, reaffirmed the Authority’s commitment to promoting  the eco -industrial parks development  in a substantive and effective manner.

Key actions include investing in green infrastructure,; supporting key industrial parks such as Nam Cau Kien and Dinh Vu to meet the eco-industrial park  criteria and promoting the  circular economy practices with an emphasis on sorting and managing waste at source.

 With green transition becoming an essential requirement, Hai Phong aims to play a pioneering role in the development of eco-industrial parks in Viet Nam. With the support of UNIDO and partners, this effort  is expected to contribute to the formation of a modern, competitive, and sustainable industrial ecosystem in the long term.
