The project steering committee meeting was organized by the Ministry of Planning and Investment (MPI) and the United National Industrial Development Organization (UNIDO) in Hanoi on 25 February 2022, with the participation of representatives of the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Natural Resources and Environment, the Ministry of Finance. Representatives of the management boards of the zones of Hai Phong, Da Nang, Dong Nai, Ho Chi Minh and Can Tho, representatives of State Secretariat of Economic Affairs of Switzerland (SECO) - the project donor - also participated in the meeting.

In addition, infrastructure developers such as Dinh Vu (Deep C), Hoa Khanh, Amata, Hiep Phuoc, Tra Noc 1&2 participated as observers.
