The consultation workshop “Guidelines for solid waste reuse in industrial parks in Vietnam”

Hanoi, 15 February 2023, The Ministry of Planning and Investment (MPI) and the United Nations Industrial Development Organization (UNIDO) held the consultation workshop “Guidelines for solid waste reuse in industrial parks in Vietnam” to:

- Present the study result on reviewing the legislation on waste management in the industrial and economic zones and introduce the draft guideline on the reuse of solid waste in industrial zones

- Discuss on proposed framework for guidelines to reuse solid waste in industrial zones to finalise and contribute as the input for detailed guidance on waste treatment, reuse and recycling which will be issued by MONRE (Article 58, Decree 35/ND-CP).

The Workshop was chaired by Ms Vuong Thi Minh Hieu, Deputy Director General for Economic Zones Management, Ministry of Planning and Investment. More than 60 delegates participated in the workshop, including representatives from ministries of Planning and Investment, Natural Resources and Environment, IP authorities and developers; tenant companies from 5 pilot provinces, international organizations (SECO, JICA, UNDP, World Bank, IDH); national and international technical experts.

Mr Alessandro Flammini, UNIDO Headquarters, gave an introductory presentation of international experience on solid waste reuse towards a circular economy; Mr Le Xuan Thinh, VNCPC Director illustrated case studies on potential waste reuse and industrial symbiosis opportunities in selected industrial parks and, finally, Ms Le Hoang Lan, UNIDO expert, presented legal regulations and the draft guidelines on solid waste reuse in industrial parks in Vietnam.

In the discussion, the delegates shared the current experience and barriers encountered during the implementation of solid waste management and reuse in industrial parks. The feedback received is going to be used by UNIDO to revise the draft guidelines on solid waste reuse in industrial parks in Vietnam, in consultation with MPI and other relevant ministries.

At the closing of the workshop, Ms Hieu recognized the technical inputs from all participants. She highlighted the necessity to get more involvement of ministries, especially the Ministry of Natural Resources and Environment and the Ministry of Construction for the finalization of the guidelines as well as for the government resolution on the orientation of industrial park development, including the EIP model.

The workshop was organized in the framework of the project “Eco-industrial Park Intervention in Viet Nam”, implemented by UNIDO and funded by the State Secretariat of Economic Affairs of Switzerland (SECO).
