UNIDO partners with Hai Phong to drive green transition in Industrial Parks

Hai Phong, March 6, 2025 – The conference on "Green Transition in Industrial Parks for Sustainable Development in Hai Phong" was held at the City Convention Center, bringing together over 400 delegates from government agencies, domestic and international organizations, investors, businesses, and media representatives. The event served as a key platform for sharing experiences, solutions, and strategic directions for the sustainable development of industrial parks (IPs). 

 

In his opening remarks, Mr. Do Manh Hien, Standing Deputy Secretary of Hai Phong Party Committee, emphasized that green transition is no longer an option but an urgent requirement. While Hai Phong recognizes the critical role of industrial parks in economic growth, it also acknowledges environmental challenges that demand fundamental and sustainable solutions. 


As a pioneer in implementing the eco-industrial park (EIP) model in line with the governments sustainable development strategy, Hai Phong is gradually assessing and deploying green initiatives. Ms Vuong Thi Minh Hieu, Deputy Director of the Foreign Investment Agency under the Ministry of Finance, highlighted the need for the city to develop EIPs in accordance with national standards outlined in Decree No. 35/2023/ND-CP and Circular No. 05/2025/TT-BKHDT. These guidelines are based on practical experiences from the Global Eco-Industrial Parks Programme (GEIPP) in Viet Nam, implemented by the Ministry of Planning and Investment (now the Ministry of Finance) in collaboration with the United Nations Industrial Development Organization (UNIDO). 


Ms Vuong Thi Minh Hieu, Deputy Director of the Foreign Investment Agency under the Ministry of Finance, presented at the conference.


With a century-long history of industrial development, Hai Phong currently operates 14 industrial parks, attracting over $40 billion in foreign investment. The city, a first-class national urban centre, ranks third in Viet Nam in terms of economic scale and leads in industrial growth and the Industrial Production Index (IIP) among major economic hubs. 


At the conference, Ms Nguyen Tram Anh, National Project Manager of GEIPP Vietnam (UNIDO), presented the ongoing transformation of industrial parks into EIPs in Vietnam. She highlighted Viet Nams participation in the GEIPP, an initiative led by UNIDO with funding from the Swiss State Secretariat for Economic Affairs (SECO), aimed at supporting sustainable industrial transformation. Hai Phong, she noted, is a frontrunner in this transition. 


During Phase I of the Global EIP Programme, UNIDO collaborated with the Hai Phong Economic Zone Authority and Dinh Vu Industrial Park Infrastructure Company to transition Dinh Vu Industrial Park (DEEP C) into an eco-industrial park. The initiative supported enterprises in implementing resource efficiency solutions and industrial symbiosis. At DEEP C IP, the project identified 152 EIP opportunities, with 66 already implemented and 29 in the planning stage. These efforts have resulted in annual savings of 29,885 MWh of electricity, 95,577 GJ of fossil fuels, 104,340 m³ of water, and reductions of 33,808 tons of CO2 equivalent emissions, translating into cost savings of approximately $2.18 million per year. 


In Phase II, the program will expand its support to Nam Cau Kien Industrial Park, positioning Hai Phong as one of the first localities in Vietnam to develop EIPs in line with national standards.
