GUIDELINES FOR ESTABLISHING NEW ECO-INDUSTRIAL PARKS IN VIET NAM FOR DEVELOPERS AND PROVINCIAL AUTHORITIES This report was produced as part of the Global Eco-Industrial Parks Programme (GEIPP), in which Viet Nam is one of the participating countries. This programme is made possible by funding provided by the Government of Switzerland through its State Secretariat for Economic Affairs (SECO). The main objective of these guidelines is to assist IP developers and provincial government authorities with the establishment of new EIPs in Viet Nam. These guidelines are aligned with the Government of Viet Nams process for obtaining approval on provincial planning, construction planning and decision-making on investment policy and requirements to establish both traditional and new EIPs in the country. The guidelines coves key technical aspects relevant for reflecting and integrating international experiences, as well as suggesting site selection for the Government of Viet Nam, with indicators on how to establish new EIPs

This report provides recommendations for a national set of indicators to monitor the performance of eco-industrial park development in Vietnam w.r.t. environment, park management, social and economic aspects. It illustrates how the initial list of indicators was identified, how a shortlist was created, the results from the measurement of the shortlisted indicators at selected IPs. In addition to a list of recommended indicators, this report recommends an EIP index, based on the indicators, which can be used to communicate the performance of an industrial park in a simplified manner.

This report is to identify relevant stakeholders and to analyse the type of support or authority they would require to be able to perform their tasks in monitoring, reporting and verification (MRV) of Eco-industrial park performance in Viet Nam.

Proceeding from the consultation workshop

This publication provides an international framework (the “Framework”) with the minimum requirements and performance expectations as to how an industrial park can become an Eco-Industrial Park (EIP). The International Framework for Eco-Industrial Parks will guide policymakers and practitioners on the critical elements that will help both governments and the private sector work together in establishing economically, socially and environmentally sustainable eco-industrial parks. This publication is a product of collaboration between the United Nations Industrial Development Organization (UNIDO), the World Bank Group, and Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).

This report analyses the existing linkage between the EIP concept and the Sustainable Development Goals (SDGs) set up in 2015 by the United Nations General Assembly and intended to be achieved by the year 2030. The analysis is done at the level of the indicators, establishing a link between the 64 EIP indicators (plus 6 complementary performance indicators) and the 232 SDG indicators. The report also presents a methodology to allocate EIP project resources (project budget and/or mobilized investments) to EIP targets and to SDGs.

The objective of this report is to identify relevant stakeholders and to describe their roles in developing and piloting eco-industrial parks (EIPs) in Viet Nam. The report identifies the characteristics of stakeholders, for whom it performs analysis, evaluation and classification. 34 stakeholders are divided into three groups and seven categories. In addition, the report develops and proposes a training programme on EIPs for all stakeholder levels in order to raise awareness, comprehension and technical knowledge of EIPs in Viet Nam.

This report details the most relevant financial mechanisms which support the development and implementation of industrial symbiosis projects and is intended to be used as a quick reference guide by enterprises looking to identify additional funding sources.

This baseline report aims to screen the long list of existing indicators to develop a relevant shortlist (relevant and without overlaps) to be piloted in the seven industrial parks (in 6 provinces) where UNIDO and MPI have been implementing the project since 2014. The pilot phase included specific surveys to measure the shortlisted indicators among IP management authorities, IP developers, IP resident companies, and IP surrounding communities of selected industrial parks in Vietnam.

This leaflet summarizes the policy development progress supported by the project until June 2022.

This handbook seeks to address the wide range of issues that need to be dealt with in order to ensure the safe and effective operation of IZs, i.e. the actions that should be taken by different stakeholders in order to achieve the following: (1)Minimize the likelihood that an accident will occur (prevention); (2) Mitigate the consequences of accidents through emergency planning and risk communication (preparedness); (3) Limit the adverse consequences to health, environment and property when environmental accidents occur (response); and (4) The handbook also includes necessary actions after environmental accidents (follow-up) in order to reduce future accidents.

Over 25 years of establishment and development, Industrial Parks (IPs) and Economic Zones (EZs) in Viet Nam have promoted their active role and contributed to socioeconomic growth and the process of industrialization and modernization of the country. The state management apparatus is gradually improving, with a view to meeting the demand of developing IPs and EZs towards the Eco-Industrial Parks (EIPs). If existing IPs are to be successfully transformed into EIPs, a detailed roadmap needs to be developed. The roadmap is proposed with medium periods that include 2019-2020, 2020- 2025 and post-2025. This proposed roadmap would support the development of a stable society, green economy and sustainable industrial development of Viet Nam.

This handbook was prepared to introduce the funds in Viet Nam that provide access to green investments in the country. This work was done in the framework of the project “Implementation of eco-industrial park initiative for sustainable industrial zones in Vietnam” managed by the Ministry of Planning and Investment (MPI) and the United Nations Industrial Development Organization (UNIDO). The project is supported by the Global Environment Fund (GEF) and the Swiss Government. The project aims to transform industrial parks (IP) into eco-industrial parks, including the IPs of Khanh Phu Industrial Park (Ninh Binh), Hoa Khanh Industrial Park (Da Nang) and Tra Noc Industrial Park 1 & 2 (Can Tho). The handbook introduce the financial funds that invest in technological innovation to save energy and reduce companies’ ecological footprint. It also provides basic instructions on the conditions, purpose, benefits and access procedure of each fund. Please refer to the process and related forms.

This report was prepared by the Center for Environment and Community Development (CECoD) within the framework of the UNIDO project “Implementation of Eco-industrial park initiative for sustainable industrial zones in Vietnam”, co-implemented by UNIDO and the Ministry of Planning and Investment of Viet Nam (MPI). This report is part of Component 1 (Review and analyze international and domestic experience on environmental accidents) of the assignment, “Capacity building in communities to respond to environmental accidents or disasters from industrial zones”. The overall objective of this report is to provide a comprehensive review of international and national experiences on prevention, preparedness and response to environmental accidents to ensure that all stakeholders are able to respond in a timely and effective manner.

This report reviews a series of investigations and surveys were conducted to assess the awareness of the communities and stakeholders in selected industrial parks under the project. These selected industrial parks include Gian Khau, Khanh Phu (Ninh Binh province), Hoa Khanh (Da Nang city) and Tra Noc (Can Tho city). The surveys undertaken were about the risks of environmental incidents and natural disasters that have occurred and/or can happen in these four selected industrial parks, as well as the importance of solutions to prevent and respond to those environmental incidents and disasters.

This report’s general objective is to provide a comprehensive review of international and national experiences on prevention, preparedness and response to environmental accidents to ensure that all stakeholders are able to respond in a timely and effective manner. The objective of this report is to review Vietnamese policy documents regarding the rights and tasks of communities in preventing and responding to environmental accidents/ disasters, as well as environmental protection. This report will discuss: (1)Mechanisms for communities to participate in decision-making regarding environmental protection in industrial zones (IZ); (2) The role of communities to monitor environmental impacts and respond to accidents and disasters ; and (3) The role of communities in preventative activities to respond to accidents and disasters.

“In recent years, the transformation of traditional IPs to more environmentally friendly models has attracted the attention of governments and international organizations around the world. In this context, the concept of EIP was developed, aimed at building a community of partners to work together in better managing IPs, exchanging resources, preventing pollution and supporting communities. This report introduces sets of socio-economic indicators for EIP evaluation developed both at the national and international level. The report also shares international experience, including from China and South Korea. It looks into Vietnam’s strategy and legal framework for the development of eco-industrial parks in Vietnam.”

The report reviews the activities of the Eco-Industrial Park project in surveying and assessing the current status of communities surrounding the IZs on issues relating to the awareness and capacity of communities and stakeholders in preventing and responding to environmental acccidents and natural disasters (EA&ND). The report also identifies the proportion of the population at high risk of environmental and natural disasters in the four Industrial Zones ( Gian Khau, Khanh Phu, Hoa Khanh, Tra Noc 1&2) in Ninh Binh, Da Nang and Can Tho.

On 8 and 9 November 2018, the Vietnamese Ministry of Planning and Investments (MPI) and UNIDO co-organized the second expert group meeting (EGM 2): “Implementation of Eco- Industrial Parks in Vietnam: Opportunities, Challenges and Barriers” in the context of the UNIDO project “Implementation of Eco – Industrial Park initiative for sustainable industrial zones in Vietnam”, supported by the Government of Switzerland through the State Secretariat for Economic Affairs (SECO) and the Global Environmental Facility (GEF). More than 140 participants attended the EGM 2. EGM has been selected as a tool to periodically discuss the EIP development among selected stakeholders. The first EGM was successfully held in Hoi An on 29-30.
